Cel shading has alway been a process that traditionaly only the big budget studios have been able to implement succefully. Not because it a difficult technique, on the other hand, it's quite easy, but it is the tideous and time consuming nature of performing such a repetitive task that in turn translates to financial costs. It is this factor that often results in studios deciding to just do without it as opposed to spending the extra amount of time and money it would take to get the job done.
This balance of quality versus budget is often most apparent on commercial animation where a series created for television, when per episode, the budget is far less that the budget available to, say, the cinematic release of a film based on the same series.
